Roy Shelburne, DDS

Roy S Shelburne, DDS is a 1981 Honor Graduate from Virginia Commonwealth University’s School of Dentistry. After graduation, Roy opened his practice in his grandfather’s old hardware store. He has served as president of the Southwest Virginia Dental Society and has volunteered at Virginia’s various MOM projects across the state. Roy has also served as a short-term missionary to Honduras with Baptist Medical Missions International.

Some dentists may fear litigation, but few worry about going to prison. On October 24, 2003, the FBI broke down the back door of Roy’s office and confiscated all of his business and dental records. Over the course of the next 3 years, every aspect of his life was subjected to the closest scrutiny. He was indicted in October of 2006. In March of 2008, Roy was found guilty of healthcare fraud, racketeering, and money laundering, and spent 19 months incarcerated at the Federal Prison Camp in Manchester, KY before his release in 2010.

During the investigation and trial, it became apparent that his records, billing, and coding systems were faulty, and that ignorance is no excuse. While incarcerated, Roy had ample time to reflect on his life and found that true release comes when we draw from our strength, character, vision, wisdom, and experience. A speaker, consultant, and writer, Roy now specializes in records keeping and business systems that protect and defend other doctors from facing the same troubles.

Greg Beck, Dental Practice Services

President of Dental Practice Services, Inc. (DPS) and the program manager of the Private Dental Plan (PDP) program. DPS sets up customized dental service plans for dental offices to offer dental coverage directly to their patients and to the public in lieu of recommending insurance. A PDP is ideal for an office who wants to offer a self-administered plan and build a patient base separate from insurance-based dentistry. It is best used for offices to keep one-time emergency patients to permanent practice patients or to eliminate unwanted/unprofitable insurance plans and convert patients to their own plan. DPS has operated the PDP program since 2002 and works with dental consultants to promote the concept of self-administered plans as a means to rely less on insurance-based dentistry. Greg is an active member of Speaking Consulting Network and is also a certified project manager through Construction Specifications Institute.

Duane Tinker, Dental Compliance Specialists

Good dentists should be seen in a dental office, not in prison! Every day new government regulations add additional burdens to the dental profession. Dentists struggle to keep up those regulations; many fail miserably, which is a set up for disaster can result in serious reputational harm in the press, license sanction, negative report to the National Practitioner Database, Civil Monetary Penalties, loss of licensure and even incarceration.

Duane Tinker, formerly a state police investigator for the Texas Dental Board, used to investigate dentists and saw first-hand things they did (or did not do, but should have) that resulted in disciplinary action, lawsuits, license suspensions/ revocations and even prison sentences. Each of these results is preventable with the right knowledge and proper compliance and accountability systems in place.
Like a complex dental case compliance matters should not be tackled alone – compliance is a team (sport).
